Job Summary The Manager, Training & Exercise will be responsible
for managing emergency preparedness and response training and
exercises functions. The incumbent will be a subject matter expert
for emergency management with demonstrated experience providing
program management, training and exercise development and
evaluation, and project tracking and execution. This position is
responsible for understanding and implementing complex company-wide
initiatives that are highly technical in nature and impact every
aspect of CenterPoint Energy's business. Essential Functions
- Demonstrated ability to test and evaluate complex emergency
operational plans, processes and procedures for large corporate
businesses aligned with national standards and industry best
practices.
- Responsible for making high impact decisions for the company
that could result in significant business impacts.
- Demonstrated ability to lead cross disciplinary teams to
develop and execute trainings, exercises, and drills aligned with
the Homeland Security Exercise and Evaluation Program (HSEEP) to
ensure effectiveness, efficiency, and synchronization of schedules,
doctrine, governance, and purpose.
- Represents the company with emergency management officials,
trade associations, and other critical infrastructure and emergency
partners on essential operational planning prior to emergencies and
supports those same relationships during events.
- Serves as subject matter expert in area of responsibility.
- Routinely interacts with leaders across the company.
- Develop and execute training of the Incident Management Teams
in accordance with National Incident Management (NIMS) and Incident
Command System (ICS) principles.
- Provide leadership, guidance and direction to staff to assure
appropriate projects are developed, implemented, and maintained
according to project scope.
- Identifies and manages resolution of unusually complex issues
that typically require innovative solutions, are long term in
nature, and typically have major safety, financial and operational
impacts on key business unit and Company objectives.
- Responsible for establishing program goals, developing project
plans, budgets, and schedule.
- Performs other duties as assigned.
- 24/7 availability to support emergency operations and
disasters.
- Ensures duties are performed in accordance with all regulatory
compliance obligations. Education Description
- Requires a bachelor's degree from an accredited college or
university.
- Degree in Emergency Management or related field preferred.
Experience
- Requires 5 or more years of functional emergency management
experience or combination of education and training.
- 5 or more years of supervisory or project management
experience.
- Demonstrated experience in establishing and leading new
initiatives that introduce cross organizational change Additional
Knowledge, Skills, and Abilities (KSA's)
- Knowledge of the laws and regulations governing emergency
management.
- Experience performing management/leadership functions such as
leading a team, participating in the selection process for subject
matter experts, and providing coaching to others.
- Knowledge of principles, practices, and techniques of training
and exercise development in alignment with the Homeland Security
Exercise and Evaluation Program (HSEEP)
- Understanding of the electric and natural gas utility
industry.
- Ability to create a vision and strategy that integrates the
needs of various business lines into an integrated corporate
view.
- Experience in creating metrics to monitor the effectiveness of
new processes to meet the company mission.
- Skill in both verbal and written communication.
- Experience coaching employees on crafting, editing,
proofreading detailed reports to convey technical real-time
information to an executive audience. In addition to experience to
write/create processes, procedures, and guidelines for detailed
operational tasks.
- Experience conducting performance reviews,
disciplinary/corrective actions, and producing developmental plans
for employees.
- Experience leading teams through stressful circumstances
